The gopis are eating and decorating themselves, but they don't make any formal offering or perform puja (formal worship) to Krishna. They are using many good quality things in the course of dressing and decorating themselves and applying their ornaments - but who is it all for? Whatever they do is for the pleasure of Krsna. As soon as something comes to them, it is automatically for Krishna...  Such bhakti is difficult to attain, and it requires that we have some merit from our previous lives.
